Technical Data Compliance Evaluation — what QA looks for

Watching a task performed: current technical data present, open, and followed step by step. (personnel evaluation · TO at the job · step-by-step compliance)

What QA looks for
When evaluating technical data compliance, QA should look for the following:

1. Technical data adherence during task performance — ensure job proficiency and compliance with technical data requirements including tools, equipment, work center directives (WCDs), safety, material, foreign object damage (FOD), and training during specific maintenance tasks [AFMCI 21-100V3 para 8.3.4.3].

2. TCTO/TCTI and modification compliance — review Technical Corrections to Operations (TCTOs), Technical Corrections to Instructions (TCTIs), operational technical instructions (OTIs), modification proposals, Deficiency Reports (DRs), and AFTO Form 22s for technical accuracy [ACCI 21-1709 para 4.5.3].

3. KTL/RIL items — evaluate maintenance tasks and inspections identified by the Known Technical Library (KTL) and Recommended Item List (RIL) [ACCI 21-1709 para 4.5.1].

4. Personnel proficiency on applicable tasks — QA evaluators must be qualified on work center Career Field Education and Training Plan (CFETP) tasks associated with operations being inspected [DAFMAN 21-200 para 7.2.2.13.1.1].

5. Documentation and discrepancy categorization — ensure each finding is assigned both a Category (CAT I or CAT II) and Finding Severity (Major or Minor) [DAFI 21-101 para 6.4.15].

6. Standardized compliance recording — document assessments in the MAJCOM-approved QA database and Logistics Evaluation Assurance Program (LEAP) [DAFI 21-101 para 6.2].

🔎 Derived guidance — no indexed publication publishes a literal checklist for this specific inspection or evaluation. Each item above is inferred by applying the cited governing requirement to it. The controlling document is the published RIL / MICT checklist or your locally approved evaluation list — pull it before inspecting or writing a finding.

ntify, validate and/or resolve quality, proficiency and/or compliance issues impacting mission generation. The evaluation and analysis of deficiencies and problem areas identified are key functions of QA that highlight and reveal underlying causes of poor quality in the maintenance production effort. Aircraft and equipment condition and personnel proficiency are validated through the MSEP and recorded in the Logistics Evaluation Assurance Program (LEAP) QA database. Civil service and contracted personnel are to follow requirements established in their respective civilian position description/contract and accepted quality assessment system. 6.2. Responsibilities.
