Per Government Accountability Office (GAO-20-195G), the four key elements of a reliable cost estimate are (1) Comprehensive; (2) Well-Documented; (3) Credible and (4) Accurate. Therefore, all costs, which a prudent, experienced contractor would expect to incur, are to be included in the cost estimate. Each cost estimate is to be developed as accurately as possible, in as much detail as can be assumed, and based upon the best information available.
