The waiver authority in this case is the Combined Forces Air Component Commander (CFACC). 5.3.4. Do not install solar visual air navigation equipment or configurations for permanent or fixed, long-term bases in active theaters of conflict, that do not comply with this manual and UFC 3-535-01 without an approved waiver.
