SCOPE. 1.1 Scope. This specification provides criteria for evaluating Commercial Off-the-Shelf (COTS) manuals for acceptance. It also provides requirements for preparing supplemental data to COTS manuals. In this specification, the term "manual" means the same as "COTS" or "COTS manual." 1.2 Application. This specification applies to manuals that support: 1) equipment designed and manufactured for commercial u

CMS title page (used only for rejected COTS manuals that require supplemental data IAW MIL-PRF-32216) consists of front matter containing manufacturer’s information, STINFO, data rights, etc.; patterned after the ITPS cover page. 5. COTS supplemental information appended to bottom of CMS title page. Specific paragraphs containing changed data are numbered 1., 2., 3., etc. 6. An optional LEP may be included with the CMS that reflects the information for the supplement as well as the COTS manual. Commercial aircraft that have been certified by the Federal Aviation Administration (FAA) and are procured (to include leased or bailed aircraft) by the USAF may utilize manufacturer provided flight manuals, including checklists, provided the provisions of Department of Defense (DoD) MIL-PRF-32216, Evaluation of Commercial Off- The-Shelf Manuals and Preparation of Supplemental Data, have been met. light Manuals. The contents of MIL-PRF-32216 will be used as a guide for the review and acceptance of commercial Flight Manuals. Acquiring activities will review the commercial Flight Manual against the intent of this specification. Usability and content of the commercial manual will be the major consideration in reviewing commercial Flight Manuals. See TOs 00-5-1 and 00-5-3 for AF TO policy related guidance. 6.13 Concurrence of checklists with Flight Manuals. Checklists will be issued simultaneously with the initial issue or revision of the Flight Manual. Changes to checklists that are affected by a change or supplement to the Flight Manual will be issued with the change or supplement. NOTE: This requirement may allow different crew member checklists to have different numbers of changes/c

COTS manuals are assigned a TO number and managed in the AF TO Management System and are acquired using the TMCR. No matter the format, COTS manuals will be evaluated IAW Military Performance (MIL-PRF)-32216, Evaluation of Commercial Off-the-Shelf (COTS) Manuals and Preparation of Supplemental Data. 3.2.3. Manuals for Military Commercial Derivative Aircraft (CDA). Military CDA is defined as a commercially produced aircraft with a Federal Aviation Administration (FAA) type certification and produced under an FAA production approval. COTS data that is provided by the Original Equipment Manufacturers (OEMs)
